Project Concept and Objectives - I

As called for in the work programme, the overall objective of the project is the identification of policy portfolios for effective adaptation/mitigation and prioritisation of research needs in EU and international funding programmes in support of the implementation of a post-2012 climate change agreement in developing countries and/or emerging economies.
The objective of SICA-DC is to identify and promote international and national policy options to achieve effective and comprehensive implementation of the Copenhagen Agreed Outcomes in developing countries and emerging economies, and to identify specific roles for European, bilateral and multilateral climate and non-climate institutions. The policy options will recognise that to be effective mitigation and adaptation synergies have to be recognised, planned for and included in development strategies. The development of policy options will be evidence-based and pursued through an intensive dialogue with policy-makers and experts.
To do so, close involvement of developing country partners is of vital importance. First, information about emission reduction potential, adaptation needs and current policies and measures in developing countries is necessary but often available only in their native language. Second, developing country Parties know what kind of support they need for adaptation and mitigation and to implement policies and measures in their countries.
This project therefore aims to fulfill the objectives stated above through conducting country-dialogues in a close collaboration with partners from six developing countries. To cover a broad range of national circumstances, these six countries consist of three pairs of rapidly industrialising countries and less developed countries. In addition, the partners cover all three developing country continents, Africa, Asia and Latin America. On this basis, the proposal includes partners from the following countries: Brazil and Bolivia, China and Nepal, South Africa and Mozambique.
